These commands are used to creating, accessing and manipulate RLE files as defined by the Utah Raster Toolkit. RLE files are a class of image store. The scanning direction is from bottom to top. An RLE file can store multiple images. If TSIPP was not linked with the RLE libraries, these commands will return an error.
